Based on site in Regina, Saskatchewan, this leadership role is responsible for the development and management of domestic and international recruitment plans, proactively building a pipeline of qualified candidates, overseeing applicant invitation, screening and selection process, monitoring and reporting on recruitment activity, and managing day-to-day work and performance of the recruiting department.
DEPARTMENT RESPONSIBILITIES:
• Recruitment Planning Responsibilities:
o Work with hiring managers and senior management to identify recruitment needs and follow up on effectiveness.
o Develop recruitment strategies and tactics (advertising, job fairs, social media, college recruiting initiatives).
o Work with marketing to create campaigns and media.
o Research and recommend new sources for active and passive candidates.
o Ensure international recruitment plans meet legislated requirements.
• Applicant Pipeline Responsibilities
o Implement recruiting plans to continuously develop a pool of qualified candidates.
o Implement and oversee the use of applicant software (Silk Road).
o Engage and manage 3rd party domestic and international recruitment agents.
o Network through industry contacts, association memberships, trade groups and employees.
o Engage hiring managers in crafting appropriate job postings and ads.
o Maintain and distribute Recruitment Needs List.
o Create and maintain contacts within industry and education.
• Applicant Process Responsibilities
o Implement interviewing plans/tools and screening of applicants.
o Ensure hiring, transfer and promotion processes are followed.
• Monitoring and Reporting:
o Follow-up with managers to determine the effectiveness of recruiting plans and implementation.
o Monitor position fill rates, cost to recruit, accuracy of data and reporting.
MANAGEMENT RESPONSIBILITIES:
• Organize and plan workflow of HR Administrators and recruit, hire and train recruitment personnel. Review individual employee
performance.
• Prepare 3rd party recruitment service agreements. Ensure delivery is timely and within quoted costs.
• Monitor and trouble shoot operational challenges.
• Follow company policies, procedures and practices for employment and employee relations and labor standards.
• Manage recruitment budgets and finances.
• Collaborate with human resources and payroll on new hire, employment changes, terminations, internal transfers and
promotions, and succession planning.
SKILLS & EXPERIENCE:
• 3+ years of progressive experience in employee recruitment and managing the recruitment function
• Able to travel domestically and internationally as required.
